The Story of Porcha Woodruff

Porcha Woodruff’s story illustrates the harm that can follow when police rely on facial recognition to identify suspects. As described in the article, Woodruff was falsely accused of carjacking based on a facial recognition “match” to surveillance footage. Despite being eight months pregnant at the time, Woodruff was arrested in front of her home and daughters, held for 11 hours, and charged before the case was eventually dismissed.

Woodruff sued over her arrest, alleging that police violated her rights. On August 5, 2025, a federal district court granted summary judgment to Detective LaShauntia Oliver. The court declined to decide the broader facial-recognition challenge because Woodruff had not adopted that argument. Woodruff appealed.

How the Misidentification Happened

The facial-recognition search returned 73 candidates. A police investigator narrowed that list to Woodruff, and other personnel reviewed the choice. The victim then selected her from a photo lineup. The lineup used a different photograph from the one returned by the search.

A later lineup identification does not necessarily cure a mistaken facial-recognition lead. A person selected for resembling the suspect may also look familiar to a witness, even when that person had no role in the crime.

Dangers of Automated Policing

Facial recognition can produce false matches, but error rates vary by system and use. A 2019 study by the National Institute of Standards and Technology found differences in accuracy across demographic groups in most algorithms tested. Some produced higher false-positive rates for Black women in database searches, while others showed much smaller differences. These findings support careful scrutiny of the system used in a particular investigation.

Similar concerns arise outside the policing context when retailers use facial recognition systems to identify suspected shoplifters, as shown by Rite Aid’s reckless facial recognition practices.

Toward More Responsible Use

To reduce the risk of wrongful arrests, police should treat facial-recognition results as investigative leads and seek reliable evidence connecting the person to the crime. Investigators should also check facts that point away from the person identified, including differences in appearance and evidence supporting an alibi.
